Trigger
In order for a Workflow to be created and saved the workflow must contain a Start (Trigger) Node that is attached to a Status. This represents when the page was created and enables the workflow to be applied and used on a page.

If there is no Start node when designing the Workflow, you will not be able to save your progress.
